Co-operative Commonwealth Federation

The Co-operative Commonwealth Federation (CCF) was formed in Calgary in 1932 as a political coalition with the goal of economic reforms to improve conditions resulting from the Great Depression. It soon became well established, and CCF clubs were formed across the country including a number in Saanich. The first meeting of Local No. 1 CCF Club in Saanich was held on September 13, 1933 at 3234 Albina Street with Mr. Williamson as Chairman. Meetings were held in members’ homes and occasionally at St. Mark’s hall until the construction of the Douglas CCF Hall (located at 3368 Douglas Street) in 1944. The club registered under the Societies Act in 1950. In 1952 CCF member Frank Snowsell was elected MLA for the constituency of Saanich in the British Columbia general election, a position he held for one year. In 1961 the CCF entered into a formal alliance with the Canadian Labour Congress (CLC) to create the New Democratic Party. Following this change, the Douglas CCF Hall Society was renamed the Douglas NDP Hall Society.

Citizens’ Task Force on Recycling

The Citizens’ Task Force on Recycling was formed on April 19, 1979 to research and formulate a recycling program for presentation to Saanich Council. The recycling proposal was presented on February 6, 1980. The Citizens’ Task Force on Recycling was chaired by Alderman Sturrock.

Climatological Station (Tillicum)

The climatological station was officially named Victoria-Tillicum, located at Tillicum Road and the Trans-Canada Highway.

Beastall, Jack Gould

Jack Gould Beastall operated a temperature and precipitation station at his home at 255 Battleford Avenue from 1958, acting as a weather observer for the national weather office (later Environment Canada).

Dodd, Charles

Captain Charles Dodd of the Hudson's Bay Company was Master of the steamers Beaver and Labouchere. He purchased Victoria District Section 84 in 1859 and built a house on the 276 acre property. The house was relocated from 1710 Kenmore to Lambrick Park (4139 Lambrick Way) in 1978 for preservation.

Elk Lake Ratepayers Association

The Elk Lake Ratepayers Association (ELRA) was incorporated under the Societies Act in 1956. Its purpose is to provide “a platform for the discussion of matters of concern to the residents and ratepayers of the area” and ensure that “the amenities of the area, other than private properties, will be developed for the benefit of the ratepayers and residents in accordance with their expressed opinions, instead of the financial gain for promoters from outside the area.” The first Directors of the Association were Fred P. Jeune, W.A. Porter, R.H. Wootten, Ian H. Campbell and David H. Carey. The organization has also been known as The Elk Lake & Saanich Ratepayers Association.

Nicolls, F.W.

F.W. Nicolls was a Victoria architect who was in partnership with John di Castri in the early 1950s.

George Hearn was a railway historian who researched the history of the Victoria and Sidney Railway.
