Gilbert Laurenson became Saanich's Assistant Planner in 1968. (See VFs in Employees and BCARS.) He compiled reports and maps for then-Municipal Planner A.L. Parr outlining an Urban Containment Area for Saanich. Mr. Parr took the plan to Council who adopted it in principle, and with some slight alterations became the basis for the present Urban Containment Area. This occurred before the adoption of the Agricultural Land Reserve by the Provincial Government.
