The Prince of Wales visited Victoria in late September 1919. This photograph was taken on the grounds of the BC Parliament building. The picture appeared in the Daily Colonist, Sept. 28. 1919, p.15 with the following: MUGGINS IS INTRODUCED -- "Episode at Parliament Building Grounds following laying of foundation stone of Queen Victoria Memorial. Miss Doris Baker presenting a picture of Muggins to the Prince of Wales. Premier Oliver explaining what Muggins has done in war work".
